Dear Fellow Arts Advocates,
Just a brief update...
This morning (10/6/09), the Pennsylvania Senate passed Senate Bill 1085, a new general fund appropriations bill, by a vote of 43-6. This bill includes $11 million for arts grants through the Pennsylvania Council on the Arts and $992,000 for administration of the arts council. The bill now goes to the Pennsylvania House of Representatives for further consideration.
The Senate also passed an amended version of the tax code bill sent to them by the House last week. This amended version does NOT include a tax on tickets to arts and cultural events.
We will be watching the House proceedings and will report back to you as the situation unfolds.

With No Budget in Sight, Arts Action is Still Needed
Some innovative ways to attract attention to the proposed cut in arts funding from the Council on the Arts:
As you well know, we are in month 3 of the Pennsylvania Budget Battle with no budget in sight as of today. Pressure still needs to be put on the members of the PA General Assembly by arts advocates if we want the Pennsylvania Council on the Arts (PCA) funded at the $14 million level for arts grants and at $1.2 million for the administration of the PCA.
We, at Citizens for the Arts in PA, have been thinking about what an "artless" Pennsylvania might look like if funding for the PCA is eliminated or severely reduced. Musikfest in Bethlehem and the Westmoreland Museum of American Art have given us some idea as to what might happen with their organizations if they received a severe reduction in PCA grant funds. Inspired by these two organizations, we are asking you to participate "ArtLess Wednesdays" starting 9/9/09 and continuing each Wednesday until a state budget is passed. Please make a symbolic gesture that will demonstrate the impact of the absence of state support on your organization.
Lots of ideas are being discussed, including a temporary landing page for arts organizations' websites to push the message as well as awestricken for your use. These are is currently under construction. Arts organizations in Altoona are banning together to drape black coverings across their windows that contains a sign statements such as "this is what your downtown will look like without state arts funding" and "would you pay 5 cents per week to keep the arts in Pennsylvania?" Covering outdoor art and window cards in galleries on First Fridays or other gallery walks are other suggestions. Maybe you can organize a quartet playing without instruments in the town square.
We want to spark innovative, creative and artistic action by you and your grantees, either collectively or individually. The purpose is to attract media and public attention to the importance of arts support and to use that to promote advocacy.
If you have other ways to draw public attention to how your communities might be impacted by a Draconian cut to the PCA budget, please share them with me at jlh@citizensfortheartsinpa.org and I'll post them on our website and in this newsletter. We're counting on your participation for Artless Wednesdays. Keep in touch and let us know how you plan to participate. Thanks for all of your help and let's keep fighting!

Update on Arts Funding Campaign

Today, as I review the images of the Save the Arts Rally, I am reminded of the wonderful spirit that embodies arts advocates. We are passionate, if anything, about our cause and the effects the arts have on each and every Pennsylvanian. I hope I can count on you to help us continue our Save the Arts in PA campaign by taking a few more steps:
We are now conducting a "FAX the FACTS" campaign. We are asking you to send faxes, by Friday, July 17, to your legislators indicating your support of state arts funding. We've created a letter template that you can adapt to your specific community. You can locate your legislators FAX numbers at http://www.legis.state.pa.us. Please send copies of your faxes to Jenny Hershour at jlh@citizensfortheartsinpa.org so we can keep track of which legislators received letters. Include a copy of either the Arts & Economic Prosperity III statewide study summary or one of the local community studies.
We have created a press release template about the rally for your use. Insert information about your organization and send it to your local newspaper/news outlet. Suggest they use it a basis for a story.
Post your digital photos online and direct reporters to your online site so they can use photos with their stories. A Save the Arts Rally Flickr site has been created so you can upload your photos.
If you do see a story about the Save the Arts in PA Rally, please send an e-mail to Jenny Hershour at jlh@citizensfortheartsinpa.org. We will obtain a copy of the story and send it to your legislators.

PCA to be eliminated in 2010 budget - Help Needed
The state legislature is considering eliminating the Pennsylvania Council on the Arts in the 2010 budget. Millions of dollars in funding would be cut to programs throughout the state, including dozens of arts programs and institutions in the Lehigh Valley.
The PCA provides grants for arts projects, fellowships to artists and funds to great organizations, such as Godfrey Daniels in Bethlehem, Allentown Art Museum and many, many more.
Please contact your legislator. This is not a partisan issue, both the House Republicans and Democrats are proposing elimination of the PCA.
Go to http://www.legis.state.pa.us/ to look up your representative so you can let them know your views on arts funding in Pennsylvania.

2010 Fellowship Application Available

Individual Artist Fellowship Guidelines & Workshops!
The 2010 Pennsylvania State Fellowship guidelines and applications are now available. The funding categories available for 2010 include:
Drawing/Artists' Books/Printmaking
Media Arts - Documentary or Narrative
Music - Classical Composition
New Technology/Other Genres (visual arts)
Painting
Scriptworks
All applications must be submitted online. Applicants can click here to access the PCA Individual Artist Fellowships Application. The deadline for 2010 applications is 4:30 pm on Monday,
August 3, 2009.
The Pennsylvania Council on the Arts has scheduled workshops throughout the state to inform artists about the Fellowship application process. No RSVP required. Each workshop will last approximately 90 minutes.

Informational Meeting on Arts Grants
Attention Artists:
The Lehigh Valley Arts Council is hosting a meeting Tuesday, May 12 from 4:00-5:30 PM at Lehigh County Government Center located at 17 S. 7th Street in Allentown to provide information about the Pennsylvania Partners in the Arts (PPA) 2009-2010 Project Stream funding.
PPA Project Stream grant funding supports new arts projects or activities taking place in Carbon, Lehigh and Northampton counties and focuses on reaching underserved communities. Applicants do not have to have nonprofit status with the IRS, but cannot be for-profit.
Projects must take place between September 1, 2009 and August 31, 2010. Grants awards available up to $3,000.
Submission deadline: June 19, 2009
To register for a FREE workshop or for additional information, comments or questions, please contact PPA Program Coordinator Frank Forestieri at 610-437-5915 or email fforestieri@lvartscouncil.org.
It is recommended that attendees download and print a copy of the grant from the PCA website to bring with them to the workshop.
